Plant Health Controls

In response to findings by the FVO, this project is targeting training to senior competent Member State control staff involved in policy making, planning and field inspectors involved in practical implementation of legislation and direct contact with importers, stakeholders and producers. Training will focus on the special requirements for

§         Control under of the potato control Directives with a few to better compliance

§         Plant passporting inspections: to strengthen the plant health guarantees offered by a plant passport; and to speed up eradication of pests and diseases

§         Import Controls under the new regime, pulling together experience and expertise from different member states, and thus contributing to better harmonisation of import controls.

§         Inspections required by EU emergency decisions, in both forestry and non-forestry areas, with a focus on the specific regulated harmful organisms and also the general approach to planning and running surveys for these pests.

§         Control of wood packaging material (WPM) imported into and moving within the EU, and the technical requirements for WPM producers, with the aim of improving the quality and efficacy of checks and thus minimising the spread of harmful organisms such as pinewood nematode

The training will primarily aim at providing a common and unambiguous understanding of the requirements of relevant EU legislation, and its proper and harmonised implementation within the EU. It will also aim to provide participants with a practical, effective and systematic approach to planning and running surveys, and to the control of WPM used in international trade. There will be a great emphasis on information and experience exchange between tutors and participants from different MS. Ultimately the training will increase the efficacy of plant health services in protecting the EU from the introduction and spread of harmful organisms, and effective eradication of pests and diseases already present. 

The trainings will consist of the following training:  TrainSaferFood will organize 18 workshops as follows:

§         Type 1 workshops – Training for plant health control staff in the EU plant quarantine regime for potatoes (3 days)

§         Type 2 workshops – Training for plant health control staff the in the EU internal plant quarantine regime (4 days)

§         Type 3 workshops – Training for plant health control staff in the EU plant quarantine regime for imports (3 days)

§         Type 4 workshopTraining for plant health control staff in the field of Wood Packaging Material (4 days)

§         Type 5 workshops – Training for plant health control staff in the field of internal controls required by the EU emergency decisions (non-forestry) (4 days)

§         Type 6 workshopTraining for plant health control staff in the EU internal controls required by the EU emergency decisions for harmful organisms typical for forestry areas (4 days)
