Organisation of courses on Animal By-Products

This project is targeting training for staff of the competent authorities of EU MS involved in official controls and possible participants from Third Countries. The aim of the training is to disseminate knowledge about the main changes to the rules in the field of Animal by-products (ABP) and to encourage exchanges between the trainees. It will also serve to provide a forum for exchanges between practitioners on available techniques for the handling of ABP and on the transition to new regulations.

The training should primarily increase the efficacy of staff of competent authorities in the MS. The objective will be that each participant, through active participation to group exercises and plenary sessions, will gain sound knowledge of the new regulation and a good understanding of the changes between the former and the new rules. The increased efficacy should also facilitate the control of intra-community trade and export of ABP, as well as the control of ABP imported from third countries. It should help Third Countries to import or export ABP by guiding them to implement a control programme or to provide equivalent guarantees.

 

Training activities in this project will provide an optimal frame and atmosphere for knowledge sharing and networking in accordance with the technical specifications and the identified training needs of participants. As laid down in our proposal, the methodological approach will

§         Include a balanced mix of training methods with emphasis on practical exercises

§         Encourage interpersonal relations and networking

§         Promote the uniformity and quality of control practice.

The BTSF serves to harmonise and improve control practice in the participating countries in line with the respective EC regulations.  It is not a framework for training on national legislation. Training will therefore focus on

  • The relevant EC rules
  • Best practice for implementation at national level
  • Best practice for practical application at individual level

To help the tutors address key issues in their presentations, and to provide topics for later discussion, delegates will be ask to complete a questionnaire in advance of the workshop, in which they will give details of specific issues they have relating to each topic.
